چکیده

The paper improves a previously proposed axiomatic setting for qualitative decision under uncertainty in the von Neumann and Morgenstern' style, where only ordinal scales are required for assessing uncertainty and utility. A deeper analysis shows that only four axioms are needed, postulating i) that the choice is governed by a complete preorder, ii) that the decision maker is uncertainty-averse, iii) independence and iv) a (new) continuity assumption. Because uncertaintyaversion is assumed, the qualitative utility function enforced by these four postulates is pessimistic on a subset of highly plausible states. Substituting uncertainty-aversion by an uncertainty-prone postulate and suitably modifying the continuity postulate leads to a dual optimistic qualitative utility function (a decision is good as soon as it may have good consequences plausibly). This second function can help breaking ties between decisions having the same pessimistic evaluation. Besides, a case-based counterpart to expected utility has been recently proposed by Gilboa and Schmeidler, where similarity plays the role of probability. Elements for a qualitative case-based decision methodology are also proposed, with pessimistic and optimistic evaluations formally similar to the expressions which cope with uncertainty, up to modifying factors which cope with the lack of normalization of similarity.

Solving New Product Selection Problem by a New Hierarchical Group Decision-making Approach with Hesitant Fuzzy Setting

Selecting the most suitable alternative under uncertainty is considered as a critical decision-making problem that affects the success of organizations. In the selection process, there are a number of assessment criteria, considered by a group of decision makers, which often could be established in a multi-level hierarchy structure. The aim of this paper is to introduce a new hierarchical multi...

A decision making model for outsourcing of manufacturing activities by ANP and DEMATEL under fuzzy environment

Decision making about outsourcing or insourcing of manufacturing activities is a type of multiple criteria decision making (MCDM) problem, which requires considering quantitative and qualitative factors as evaluation criteria simultaneously. Therefore, a suitable MCDM method can be useful in this area as it can consider the interactions among quantitative and qualitative criteria. The analytic...

Group Decision Making based on a New Evaluation Method and Hesitant Fuzzy Setting with an Application to an Energy Planning Problem

In recent two decades, countries focused on minimum extraction of fossil fuels and utilized the renewable energies based on countries' policies and the environmental considerations. Thus, choosing the best renewable energy alternative is a significant role to investment on them. Among the classical decision approaches that have used in the literature, the hesitant fuzzy sets (HFSs) theory is ap...

Use of Cost-Effectiveness Data in Priority Setting Decisions: Experiences from the National Guidelines for Heart Diseases in Sweden

Background The inclusion of cost-effectiveness data, as a basis for priority setting rankings, is a distinguishing feature in the formulation of the Swedish national guidelines. Guidelines are generated with the direct intent to influence health policy and support decisions about the efficient allocation of scarce healthcare resources. Certain medical conditions may be given higher priority ran...

A New Balancing and Ranking Method based on Hesitant Fuzzy Sets for Solving Decision-making Problems under Uncertainty

The purpose of this paper is to extend a new balancing and ranking method to handle uncertainty for a multiple attribute analysis under a hesitant fuzzy environment. The presented hesitant fuzzy balancing and ranking (HF-BR) method does not require attributes’ weights through the process of multiple attribute decision making (MADM) under hesitant conditions. For the rating of possible alternati...
